How to incentivize Workstream Leads?

    Workstream Leads for an integration project is rarely chosen based on interest, it is for example the HR director at Buyer side and Target side, that will be leading the HR workstream, etc. The overall PMO Lead might be someone with project management background, but sometimes this person is also chosen based on “he/she had not much else to do right now and had some spare time to focus on this”. Many will of course want to do a good job simply because they want to do a good job, and this project happens to be something they are asked to do. But do you have experience with other things that can help motivate the workstream leads, or ways one can make sure that the overall PMO lead is someone with some experience?
