Tax Due Diligence in a changing environment

How do others around the world deal with the ever changing tax regulations globally? Currently, it is hard for me to quote tax costs for projects that take years when our governments seem to either change tax code or change leaders every few years. We are using a ball park approach and does not always translate well to the executive board. Excited to hear thoughts on this.
